In other words, the exchange is not framed as a one-sided promotional tour, but as an effort to engage openly with complicated realities and provide participants with firsthand context they can share with their audiences.
A key design requirement is that the itinerary include geographically and culturally diverse U.S. locations that reflect different social experiences across the country. The selected cities should help participants compare how different communities express American values, handle local challenges, and respond to moments of tragedy or tension. The program is expected to create direct access to a broad mix of counterparts and institutions so participants can gather perspectives, interviews, and practical insights relevant to their work and audiences.
In terms of programming, participants should meet with a wide range of American stakeholders, including state and local officials, government agencies, civil society organizations, civic activists, educators, health care workers, journalists, entrepreneurs, and business leaders. The itinerary should also include engagement with U.S.-based bloggers, digital marketers, and social media experts, which signals an emphasis on helping participants understand not only U.S. society and policy debates, but also the media and digital ecosystems that shape narratives and public opinion. The Embassy wants participants to learn how communities pursue opportunities, address difficult community issues, and work to move their city narratives toward more constructive and positive elements of the American experience.
From a logistical and budget standpoint, applicants are expected to plan for participant needs and smooth execution. This includes being attentive to dietary restrictions (explicitly mentioning halal and vegetarian needs) and budgeting for one or two Korean-language interpreters to accompany the group during the full twelve-day program. The Embassy also anticipates that one Embassy Seoul employee may travel with the group to engage, liaise, and troubleshoot; the implementing organization should coordinate logistics with that staff member and include them in planning for ground transport and cultural activities. However, the Embassy will cover that staff member's airfare and lodging directly, so those costs should not be included in the applicant's proposed budget.
The award is offered as a cooperative agreement under Assistance Listing 19.040 (Public Diplomacy Programs), with total funding available up to $150,000, subject to availability of funds.
